Jinnah Award in Paris to Mark 141st Birth Anniversary of Quaid-e-Azam
Paris 23rd December, 2017. Jinnah Awards were given to the Pakistani and French higher achievers in the industrial sector of France as a part of the celebrations to mark the 141st birth anniversary of Quaid-e-Azam Mohammad Ali Jinnah.
The ceremony held under the theme, “Hamara Quaid “and, “Main Hoon Quaid ka Pakistan” was organized by Mr. Asif Chaudhary, a top French businessmen of Pakistan origin and owner of Choudhary France Group of Industries in Paris, yesterday.
The event was attended by French and Pakistani businessmen, industrialists, members of the Pakistan community and media persons in large number.
While speaking of the occasion the Press Counselor Mr. Qamar Bashir paid a rich tribute to the Quaid Azam Mohammad Ali Jinnah. He said that the Quaid was an accomplished lawyer, a great statesman, an inspiring leader and an upright politician who with his sharp judgment and political acumen created a separate homeland for Muslims of Indian subcontinent despite facing stiff resistance from the combine opposition of Hindus of India and the British government.
Mr. Amir Abbas Anchor person and community leaders Mr. Asif Choudhary, Mr. Ibrar Kiyani, Mr. Umair Baig and Mr. Atiq ur Rehman during their speeches said that Quaid Azam successfully invigorated the Muslims of India who under his dynamic leadership finally carved for themselves a separate homeland on 14th August 1947 where they were able to lead their lives in accordance with their religious believes and social and cultural preferences.
The speakers said that now Pakistan is one of the important country of the world and is playing its active and effective role in pursuance of peace progress and development in the region and around the world.
They exhorted the Pakistani diaspora to remain committed to the Quaid’s golden and in cardinal principles of unity faith and discipline and should leave no stone unturned to make Quaid-e-Azam’s Pakistan into a strong, prosperous, moderate and a model state.
Later, the Jinnah Awards were distributed to higher achievers of Chaudhary France Industries which included the French nationals, French national of Pakistan origin and French nationals of other communities

Le Pakistan et la France approfondissent leur coopération en archéologie
Paris, le 15 décembre 2017.
Les étudiants et les chercheurs pakistanais bénéficient du transfert de connaissances et de compétences grâce à un programme de formation spécialisé qui se déroule actuellement à Paris pour approfondir la coopération bilatérale dans le domaine de l’archéologie.
Mme. Aurore Didier, Chef de la Mission archéologique française dans le Bassin de l’Indus (MAFBI) en a fait part lors de sa rencontre avec l’Ambassadeur du Pakistan en France, S.E. M. Moin ul Haque, qui s’est tenue aujourd’hui à l’Ambassade du Pakistan à Paris. Mme. Didier a également présenté les six étudiants pakistanais de MPhil/ Phd (maîtrise/ doctorat), qui sont actuellement à Paris pour suivre ce programme de formation.
L’Ambassadeur a déclaré que la France et le Pakistan ont une longue tradition de coopération forte et continue dans le domaine de l’archéologie, remontant à la première mission sur le terrain d’une équipe archéologique française en 1958. Il et a noté que les importantes découvertes faites par l’équipe française au Baloutchistan et au Sindh, ont considérablement contribué à la compréhension des cultures et civilisations anciennes au Pakistan.
Il a indiqué que l’ambassade prévoyait de célébrer les 60 ans de la première mission archéologique française au Pakistan en organisant un événement spécial l’année prochaine à Paris pour mettre en valeur la richesse historique et archéologique du Pakistan.
L’Ambassadeur a également vivement apprécié le soutien de la MAFBI et du Ministère de l’Europe et des Affaires étrangères pour former des étudiants et des chercheurs pakistanais et leur inculquer les techniques de fouille et les compétences et les connaissances les plus récentes dans le domaine de l’archéologie.
La mission archéologique française dans le bassin de l’Indus a été fondée en 1958 et depuis, elle a fouillé d’importants sites archéologiques au Pakistan comme Amri dans le Sindh, et Mehrgarh. Nindowari, Nausharo, Miri Qalat et Shahi Tomb au Baloutchistan.

Pakistan and France deepens Cooperation in Archeology
Paris 15th December, 2017. Pakistani students and researchers are benefitting from the transfer of knowledge and skills through a specialized training program being conducted in Paris to further deepen the bilateral cooperation in the field of archaeology.
Dr. Aurore Didier, Head of the French Archaeological Mission in the Indus Basin (MAFBI) said this during her meeting with the Ambassador of Pakistan to France Moin ul Haque held at the Embassy of Pakistan, in Paris today. Dr. Didier also introduced second batch of 6 Pakistani M Phil/ PhD students, who are currently on a study tour in Paris.
The Ambassador said that France and Pakistan have a long history of strong and continuous cooperation in the field of archaeology, dating back to the first field mission by a French archaeological team in 1958 and noted that the important discoveries made by the French team in Balochistan and Sindh, had greatly contributed to understanding of ancient cultures and civilizations in Pakistan.
He said that the Embassy is planning to mark the 60 years of the first French archaeological mission to Pakistan by organizing a special event next year in Paris to showcase Pakistan’s historical and archeological richness.
The Ambassador also deeply appreciated the support of MAFBI and French Ministry of Europe and Foreign Affairs for training of the Pakistani students and researchers and imparting them with latest excavation techniques, skills and knowledge in the field of archeology.
The French archaeological mission in the Indus Basin was founded in 1958 and since then it has excavated major archaeological sites in Pakistan such as Amri in Sindh, Mehrgarh. Nindowari, Nausharo, Miri Qalat and Shahi Tomb in Balochistan.

France Pakistan Bilateral Relations are warming up on all fields
Paris 11th December 2017. Close and friendly relations between Pakistan and France are getting stronger through a series of new initiatives and exchange of visits in the political, economic, cultural and educational fields.
This was stated by the Ambassador of Pakistan to France Moin ul Haque while speaking with a delegation of 107th National Management Course, who called on him at the Embassy of Pakistan to France in Paris today. The 14-members NMC delegation is visiting France as part of their training course.
The Ambassador said that this month two parliamentary delegations from France are visiting Pakistan while a delegation of the Senate of Pakistan is expected to visit Paris in January 2018. These contacts between our parliamentarians would contribute in a qualitative change in the bilateral relations, he added.
The Ambassador noted with satisfaction that there has been a steady increase in the volume of bilateral trade over the last few years which has reached US$ 1.4 billion in 2016. France has remained a major investment partner of Pakistan with over forty French companies working in Pakistan. The recent announcement by the Renault group to set up a car plant in Karachi in partnership with Al Futtaim group is a welcome development.
Ambassador expressed the hope that NMC’s visit to Paris would provide them a good opportunity to learn about the French administrative structure, their training regimes and best practices and policies in other fields.
NMC delegation during their weeklong stay in Paris would have meetings/briefings at the Ministry of Economy, Ministry of Climate Change, French Parliament, National School of Administration (ENA), Centre of High Studies of Ministry of Interior (CHEMI), UNESCO and Mairie of Sarcelles.

فرانس پاکستان کے درمیان تمام شعبوں میں دوطرفہ تعلقات میں اضافہ ہو رہا ہے
پیرس: 11 دسمبر2017ء: پاکستان اور فرانس کے درمیان نئے اقدامات، سیاسی، اقتصادی، ثقافتی اور تعلیمی شعبوں کے وفود کے تبادلوں کی وجہ سے دوطرفہ دوستانہ تعلقات میں اضافہ ہو رہا ہے۔
جناب معین الحق سفیر پاکستان نے یہ بات 107ویں نیشنل منیجمنٹ کورس کے وفد سے اپنی گفتگو میں کہی جنہوں نے آج سفارت خانہ پاکستان پیرس میں سفیر پاکستان سے ملاقات کی۔ این ایم سی کے 14رکنی وفد کا فرانس کا یہ دورہ ان کے تربیتی کورس کا حصہ ہے۔
سفیر پاکستان نے کہا کہ اس ماہ دو فرانسیسی پارلیمانی وفود پاکستان کا دورہ کر رہے ہیں۔ جبکہ پاکستانی سینٹ کے وفد کا دورہ فرانس جنوری 2018 میں متوقع ہے۔ انہوں نے مزید کہا کہ ہمارے پارلیمانی اراکین کے درمیان رابطوں سے دوطرفہ تعلقات میں مثبت تبدیلی آئے گی۔
سفیر پاکستان نے اطمینان کا اظہار کرتے ہوئے کہا کہ گذشتہ چند سالوں میں دوطرفہ تجارت میں مسلسل اضافہ ہو رہا ہے جس کا تجارتی حجم 2016 میں 1.4 ڈالر تک پہنچ گیا تھا۔ فرانس اب تک چالیس کمپنیوں کے ساتھ پاکستان میں سرمایہ کاری کر رہا ہے جبکہ حال ہی میں فرانسیسی کار بنانے والی رینالٹ کمپنی الفطیم گروپ کے ساتھ مل کر کراچی میں اپنا کار پلانٹ لگانے کا اعلان کرچکی ہے جو کہ ایک خوش آئند ترقی کا باعث ہوگی۔
سفیر پاکستان نے امید ظاہر کی کہ این ایم سی کے وفد کو پیرس کے دورے سے فرنسیسی انتظامی ڈھانچے، ان کے تربیتی نظاموں، پالیسیوں اور دیگر شعبوں کے بارے میں سیکھنے کا موقع ملے گا۔
این ایم سی کا وفد پیرس میں اپنے ایک ہفتہ کے دورے کے دوران فرانسیسی وزارت معیشت، وزارت موسمی تبدیلی، فرانسیسی پارلیمان، قومی سکول انتظامیہ، اعلی تعلیمی مرکز برائے وزارت داخلہ، یونیسکو اور میئر سارسل سے ملاقاتیں کرے گا۔

Paris 20th November 2017. A 2-day festival of Pakistani traditional and folk music, display of Pakistani handicrafts and folk heritage, screening of documentaries and children workshops concluded in Paris, yesterday.
The event jointly organized by the House of World Cultures and Embassy of Pakistan was hosted at the prestigious Theatre de la Ville (Espace Pierre Cardin) in Paris.
While highlighting importance of the event, the Ambassador of Pakistan to France Moin ul Haque said that this festival was organized in connection with the celebrations of 70thanniversary of Pakistan’s independence. He said that the festival showcased the richness of Pakistani cultural diversity, its sufi and folk musical traditions and splendor of its art and culture to the French audience.
A group of 14 Pakistani singers and musicians belonging to Balochistan, Gilgit-Baltistan and Swat were specially flown from Pakistan to France to perform in the Festival.
These included Ustad Zainullah Jan from Charsadda playing a 130 years old Sitar, Abdul Wahid, a Suroz player from Makran, Mr. Riaz Hussain another Suroz player and his brother Khadim Hussain from Sui, Abid Karim, the singer and rubab player and his fellow musician Mr. Gulbahar Shah from Hunza, and Ms. Amreen and Meher Angez from Chitral, playing the local music instrument ‘jharba’.
Espace Pierre Cardin traces its origins to early 18th century and is a popular place for theatre, music and cultural activities in Paris. The Pakistan festival at this venue was held from 18-19 November, 2017.

دو روزہ پاکستانی ثقافتی اور علاقائی موسیقی میلہ پیرس کے مرکز میں کامیابی ساتھ اختتام پذیر ہو گیا
پیرس: 20 نومبر2017ء: دو روزہ پاکستانی ثقافتی اور علاقائی موسیقی میلہ گزشتہ روز پیرس میں کامیابی کے ساتھ اختتام پذیر ہو گیا ہے۔میلے میں پاکستانی دستکاریوں کے نمونے اور علاقائی ثقافت پر مبنی دستاویزی فلمیں، بچوں کیلئے پاکستانی ثقافت سے متعلقہ تربیتی پروگرام اور پاکستان کی روائتی اور علاقائی موسیقی بھی پیش کی گئی تھی۔
اس میلے کا انعقاد ہاوس آف ورلڈ کلچرل اور سفارت خانہ پاکستان نے مشترکہ طور پر پیرس کے اعلی ترین تھیٹر دی لا ویل اسپیس پیری کارڈین میں کیا تھا۔
سفیرپاکستان جناب معین الحق نے پروگرام کی اہمیت کو اجاگر کرتے ہوئے کہا کہ یہ پروگرام پاکستان کی آزادی کے ستر سال مکمل ہونے کے سلسلے میں منعقد کیا گیا ہے۔
انہوں نے مزید کہا کہ اس میلے میں پاکستانی ثقافتی تنوع، صوفی و لوک موسیقی روایات، فنون لطیفہ اور ثقافتی میدان میں کی جانے والی ترقی کو فرانس میں متعارف کروایا گیا ہے۔
پاکستانی چودہ رکنی گلوکاروں و موسیکاروں کا وفد جن کا تعلق بلوچستان، گلگت بلتستان اور سوات سے ہے خصوصی طور پر اس میلے میں شرکت کرنے کیلئے فرانس پہنچا تھا۔
پاکستان کے ان گلوکاروں و موسیکاروں میں چار سدہ سے تعلق رکھنے والے استاد زین اللہ جان بھی شامل تھے جنہوں نے اپنے 130 سالہ پرانے ستار کے ساتھ میلے میں اپنے فن کا مظاہرہ کیا۔
اس کے علاوہ سوروز بجانے والے عبدالواحد جن کا تعلق مکران سے ہے، جناب ریاض حسین کے ساتھی اور ان کے بھائی خادم حسین جن کا تعلق سوئی سے ہے نے دمبورہ اور سوروز کے ذریعے اپنے فن کا مظاہرہ کیا۔
جناب عابد کریم اور ان کے ہمنوا جناب گلبہار شاہ جن کا تعلق ہنزہ سے ہے نے رباب بجانے کا شاندار مظاہرہ کیا۔
محترمہ امرین اور مہر انگیز جن کا تعلق چترال سے ہے نے جھاربہ بجا کر مہمانوں کو خوب لطف اندوزکیا۔
اس دو روزہ میلہ کا انعقاد اسپیس پیری کارڈین جو کہ 18ویں صدی کے ابتداء سے موسیقی اور ثقافت کیلئے کام کر رہا ہے میں کیا گیا تھا۔

French Parliamentary delegation to visit Pakistan to promote bilateral parliamentary relations
Paris 16th November 2017. A delegation of five French parliamentarians led by Mr. Jean Bernard Sempastous, member of the French National Assembly and the newly appointed President of the France Pakistan Friendship Group in the French National Assembly is all set to visit Pakistan next month. This would be the first visit to Pakistan by a delegation of French National Assembly in ten years.
This was disclosed by the Ambassador of Pakistan to France Mr. Moin ul Haque after his meeting with the President and other members of the French Pakistan Friendship group held at the National Assembly of France in Paris yesterday.
While briefing the members of the newly re-constituted France Pakistan Friendship Group, the Ambassador said that democracy has taken firm roots in Pakistan with a strong parliament, independent judiciary and free media. He said that the Pakistani nation through unprecedented sacrifices has defeated the forces of terrorism and extremism. Today, Pakistan was on the path of peace and development with an impressive growth rate, infrastructure development and improvement of social sector.
Expressing satisfaction on the state of Pakistan-France bilateral relations, the Ambassador called for more high level exchanges between the two countries. In this respect, he emphasized the important of building linkages between the parliaments of the two countries through regular visits.
Mr. Jean Bernard Sempastous has assumed the leadership of the Pakistan France Friendship Group in place of Mr. Francois Popponi, who will now serve as the Vice President of the Group.

فرانسیسی پالیمانی وفد باہمی پارلیمانی تعلقات کے فروغ کیلئے پاکستان کا دورہ کرے گا
پیرس: 16 نومبر2017ء: فرانسیسی قومی اسمبلی کا پانچ رکنی پارلیمانی وفد فرانس پاکستان دوستی گروپ کے نئے تعینات ہونے والے صدر جناب جین برنارڈ سیمپاستوس کی سربراہی میں پاکستان کا دورہ کرے گا۔ یہ فرانسیسی قومی اسمبلی کے وفدکا گزشتہ دس سالوں میں پہلا دورہ ہوگا۔ یہ بات فرانس میں پاکستان کے سفیر جناب معین الحق نے فرانسیسی قومی اسمبلی میں پاکستان فرانس دوستی گروپ کے صدر اور اراکین سے گزشتہ روز ہونے والی ملاقات کے بعد کہی۔
سفیر پاکستان نے فرانس پاکستان دوستی گروپ کے نئے منتخب اراکین سے بات کرتے ہوئے بتایا کہ پاکستان میں مظبوط پارلیمنٹ، آزاد عدلیہ اور آزاد صحافت کی بدولت جمہوریت کی جڑیں مضبوط ہو رہی ہیں۔ انہوں نے کہا کہ پاکستانی قوم نے لازوال قربانیاں پیش کر کے انتہا پسند اور دہشت گرد قوتوں کو شکست سے دو چار کیا ہے۔ یہی وجہ ہے کہ پاکستان امن، ترقی کی شرح میں اضافے، تعمیراتی ترقی اور معاشرتی شعبوں میں ترقی کی راہ پر گامزن ہے۔
سفیر پاکستان نے پاکستان و فرانس کے درمیان باہمی پارلیمانی تعلقات پر اطمینان کا اظہار کیا اور انہوں نے دونوں ممالک کے درمیان اعلی سطحی پارلیمانی وفود کی بھی دعوت دی۔ انہوں نے دونوں ممالک کے مسلسل باہمی پارلیمانی دوروں کے ذریعے رابطوں کو مزید فروغ دینے کی ضرورت پر زور دیا۔
جناب جین برنارڈ سیمپاستوس نے جناب فرانسکوس پپونی کی جگہ پاکستان فرانس دوستی گروپ کی سربراہی کی کمان سنبھال لی اور اب جناب فرانسکوس پپونی نائب صدر کی حیثیت سے اپنے فرائض سرانجام دیتے رہیں گے۔

Pakistan can learn from French Experience of Urban Mass Transit Transport System
Paris 15th November 2017. Pakistan would welcome French cooperation and collaboration in the development of mass transit transport system in Pakistan to provide modern and efficient travelling facilities to its population of 207 million.
This was stated by the Ambassador of Pakistan to France Moin ul Haque while talking to a group of French students of Paris Institute of Science and Technology, who called on him in the Embassy in Paris today.
The Ambassador said that Pakistan was giving top priority to the development of public transport and mass transit system in many cities of Pakistan. Many new projects like Metro bus system have already been constructed in Lahore, Islamabad and Multan, Orange line metro is nearing completion in Lahore, whereas similar projects are being planned in other major cities of the country, including Karachi, Peshawar, Quetta and Faisalabad.
He added that under the China Pakistan Economic Corridor (CPEC), Pakistan is also upgrading and expanding its existing road and railway infrastructure.
The Ambassador observed that France had one of the world’s most advanced and integrated urban transit transport system which would serve as a good model for similar projects in Pakistan. He invited the French companies to benefit from the investment opportunities in the ever growing and lucrative transport sector of Pakistan.
The French students who are also employed in major French transport/railway companies are currently developing a pre-feasibility study for a mass transport system in Hyderabad, the second biggest city of province of Sindh Pakistan with the objective to suggest best possible urban transport system for the city as a part of their MBA degree assignment.

Le Pakistan accueillerait favorablement la coopération et la collaboration de la France dans le développement des systèmes de transport en commun au Pakistan afin d’offrir des moyens de transport modernes et efficaces à sa population de 207 millions d’habitants.
C’est ce qu’a déclaré l’Ambassadeur du Pakistan en France, S.E. M. Moin ul Haque, à un groupe d’étudiants français de l’Institut des Sciences et de la technologie de Paris, venu s’entretenir avec lui à l’ambassade à Paris aujourd’hui.
L’Ambassadeur a déclaré que le Pakistan accordait la plus grande priorité au développement des transports publics et du transport en commun dans de nombreuses villes du Pakistan. De nombreux nouveaux projets, comme le réseau d’autobus Metro, ont déjà été réalisés à Lahore, Islamabad et Multan ; la ligne de métro Orange est en voie d’achèvement à Lahore, tandis que des projets similaires sont prévus dans d’autres grandes villes du pays, notamment Karachi, Peshawar, Quetta et Faisalabad.
Il a ajouté que, dans le cadre du Corridor économique sino-pakistanais (CPEC), le Pakistan est également en train de moderniser et d’étendre son infrastructure routière et ferroviaire existante.
L’Ambassadeur a dit que la France disposait d’un des systèmes de transport de transit urbain les plus avancés et les plus intégrés au monde, qui servirait de modèle pour des projets similaires au Pakistan. Il a invité les entreprises françaises à profiter des opportunités d’investissement dans le secteur du transport au Pakistan, un secteur lucratif en pleine expansion.
Les étudiants français, qui travaillent également dans les grandes sociétés françaises de transport et de chemin de fer, développent actuellement une étude de préfaisabilité pour un système de transport en commun à Hyderabad, la deuxième ville de la province du Sindh au Pakistan, dans le but de proposer le meilleur système de transport urbain possible pour la ville dans le cadre de leur MBA.

جناب سفیر پاکستان نے کہا کہ پاکستان اپنے مختلف شہروں میں عوام کو اعلی پائے کی سفری سہولیات فراہم کرنے کیلئے عوامی ذرائع آمد و رفت اور ماس ٹرانزٹ سسٹم پر خصوصی توجہ دے رہا ہے۔ جبکہ میٹرو بس سسٹم کے کئی ایک نئے منصوبے خصوصا لاہور، اسلام آباد، ملتان میں پایہ تکمیل کو پہنچ چکے ہیں۔ لاہور میں اورنج لائن کا منصوبہ اپنی تکمیل کے آخری مراحل میں ہے جبکہ اسی طرح کے منصوبے پاکستان کے دوسرے شہروں بشمول کراچی، پشاور، کوئٹہ اور فیصل آباد میں بھی بنائے جارہے ہیں۔
انہوں نے مزید کہا کہ چین پاکستان اقتصادی راہداری کے منصوبے کے تحت پاکستان اپنی سڑکوں اور ریلوے کے نظام میں توسیع کرنے کے علاوہ انہیں جدید بنیادوں پر استوار کر رہا ہے۔
فرانس کے طلباء کا یہ وفد فرانسیسی نقل و حمل اور ریلوے کمپنیوں میں پہلے سے ہی ملازمت کر رہا ہے۔ یہ گروپ حیدرآباد جو کہ صوبہ سندھ کا دوسرا بڑا شہر ہے میں شہری سفری سہولیات کی فراہمی کیلئے ایک پری فزبیلٹی سٹیڈی تیار کر رہا ہے جو کہ ان کے ایم بی اے کی ڈگری ک حصول کیلئے کیئے جانے والے مطالعے کا ایک حصہ ہے۔

Pakistan Supports UNESCO’s cultural initiative in Pakistan
Paris 8th November 2017. Sardar Ahmad Nawaz Sukhera Secretary Ministry of Information Broadcasting and National Heritage represented Pakistan in the on-going 39th Session of UNESCO General Conference held in the UNESCO Headquarter, Paris, today.
The Secretary attended the meetings of UNESCO’s Cultural Commission and Communication & Information Commission and took active part in the general debate held on the UNESCO’s program cycle 2018-2021, the organizational working of the commissions and adoption of time table of work of the commission
The Secretary noted that Pakistan is a land of ancient civilizations with a rich history and cultural diversity. He was of the opinion that in addition to the six heritage sites which have already been included in the UNESCO World Heritage List, there are number of other historical sites in Pakistan which have the potential to be included in the UNESCOs World Heritage list.
He also stressed the need to ensure respect for the intangible cultural heritage of the communities, groups and individuals and to create awareness and appreciation of these national treasures at the local, national and international levels.
Secretary also stated that the Government of Pakistan was fully committed to the safety of journalists and had initiated specific administrative and legislative measures to ensure press freedom and freedom of expression as guaranteed by the Constitution of Pakistan.

Sardar Ahmad Nawaz Sukhera Secrétaire d’État au Ministère de l’Information, de la Radiodiffusion et du Patrimoine a représenté le Pakistan à la 39e session de la Conférence générale de l’UNESCO qui s’est tenue aujourd’hui à Paris au siège de l’UNESCO.
Le Secrétaire a assisté aux réunions de la Commission culturelle et de la Commission de la communication et de l’information de l’UNESCO et a activement participé au débat général sur le cycle de programmation 2018-2021 de l’UNESCO, le fonctionnement organisationnel des commissions et l’adoption du calendrier des travaux de la Commission.
Le Secrétaire a indiqué que le Pakistan, qui est le berceau d’anciennes civilisations, est riche en histoire et en diversité culturelle. Il était d’avis qu’en plus des six sites du patrimoine qui ont déjà été inscrits sur la Liste du Patrimoine Mondial de l’UNESCO, il y a un certain nombre d’autres sites historiques au Pakistan qui pourraient également être inscrits sur cette liste.
Il a également insisté sur la nécessité d’assurer le respect du patrimoine culturel immatériel des communautés, groupes et individus et de sensibiliser et apprécier ces trésors nationaux aux niveaux local, national et international.
Le Secrétaire d’État a également déclaré que le Gouvernement pakistanais était pleinement attaché à la sécurité des journalistes et avait pris des mesures administratives et législatives spécifiques pour assurer la liberté de la presse et la liberté d’expression, garanties par la Constitution pakistanaise.

Le Pakistan a mis en place un mécanisme rigoureux de responsabilisation pour le financement dans le secteur de l’Education.
Paris, le 2 novembre 2017.Muhammad Baligh ur Rehman, Ministre fédéral pakistanais de l’Education et de la formation professionnelle, a déclaré que le Pakistan a mis en place un mécanisme global de responsabilisation et de suivi pour le financement et la budgétisation du secteur de l’éducation.
Le Ministre a prononcé ces mots lors de son intervention à une table ronde ministérielle sur “La responsabilité en ce qui concerne le financement dans l’éducation”, lors de la 39e session de la Conférence générale de l’UNESCO, qui a eu lieu hier au siège de l’UNESCO à Paris.
L’Ambassadeur du Pakistan en France et Délégué permanent du Pakistan auprès de l’UNESCO, S.E.M. Moin ul Haque, était également présent lors des débats.
Le Ministre a déclaré que le mécanisme global de responsabilité financière dans le pays comprend le contrôle démocratique, la bonne gouvernance participative, l’activation des comités de gestion des écoles, le respect d’une comptabilité budgétaire rigoureuse et d’un mécanisme de vérification, les règles d’approvisionnement et recrutement fondées sur le mérite.
Le Ministre a ajouté que ces efforts se sont traduits par une augmentation des crédits budgétaires alloués au secteur de l’éducation, une augmentation des inscriptions dans les écoles et une amélioration de l’infrastructure scolaire au cours des trois dernières années.
Le Ministre fédéral a également tenu une réunion bilatérale avec M. Dato’seri Mahdzir Khalid, Ministre de l’Education de la Malaisie, en marge de la 39e Conférence générale de l’UNESCO. Les deux parties ont convenu de travailler ensemble pour améliorer davantage les programmes d’échange d’étudiants et de professeurs entre les deux pays.
Muhammad Baligh ur Rehman a également tenu une réunion bilatérale avec son homologue iranien, le Dr Mojtaba Shariaty-Niasar, Ministre adjoint des Sciences, de la Recherche et de la Technologie. Le ministre a déclaré que le Pakistan attache une grande importance à ses relations avec l’Iran, qui sont fondées sur des valeurs culturelles, sociales et historiques communes et partagées, et que les deux pays profitent et continueront à bénéficier de leurs forces mutuelles, en particulier dans le domaine de l’enseignement supérieur qualifié.
Le Ministre fédéral a également rencontré M. Qian Tang, Sous-Directeur général de l’UNESCO (Education) et l’a assuré que le Pakistan était pleinement déterminé à atteindre les objectifs du document ODD-4 2020-30.

Pakistan is Observing Strict Financial Accountability in the Education Sector
Paris 2nd November, 2017. Muhammad Baligh ur Rehman Federal Minister for Education and Professional Training has said that Pakistan has set in place a comprehensive accountability and monitoring mechanism for financing and budgeting of the education sector.
The Minister said this during his intervention at the high level ministerial panel discussion on “Accountability in the Financing of Education” at the on-going 39th session of UNESCO General Conference held at UNESCO headquarter in Paris, yesterday.
Ambassador of Pakistan to France and Permanent Delegate of Pakistan to UNESCO Moin ul Haque was also present during the discussions.
The Minister said that the comprehensive financial accountability mechanism in the country includes the democratic oversight, participatory good governance, activation of school management committees, observing stringent budgetary financial accounting and auditing mechanism, procurement rules and merit based inductions.
The Minister added that these efforts have translated into enhanced budgetary allocation for education sector, increased enrolment in schools and improvement in the schools infrastructure during the last three years.
The Federal Minister also held a bilateral meeting with Hon. Dato’ seri Mahdzir Khalid, Minister of Education, Malaysia on the sidelines of 39th UNESCO General Conference. Both sides agreed to work together to further enhance students and faculty exchange programs between the two countries.
Muhammad Baligh ur Rehman also held bilateral meeting with his Iranian counterpart Dr. Mojtaba Shariaty-Niasar, Deputy Minister of Science, Research and Technology. The Minister said that Pakistan’s greatly values its relationship with Iran which are based upon common shared cultural social and historical values and both the countries are and will continue to benefit from each other’s strengths specially in the skilled based higher education.
Federal Minister also met with Mr. Qian Tang, Assistant Director General UNESCO (Education) and assured him that Pakistan is fully committed to attain the SDG-4 2020-30.

Le Ministre fédérale pakistanais de l’Education et de la formation professionnelle, Muhammad Baligh ur Rehman, a exprimé le ferme engagement du Pakistan de continuer à travailler avec l’UNECO et la communauté internationale pour la paix et le développement dans le monde.
Le Ministre s’exprimait lors de la présentation d’une déclaration par le pays à la 39e Conférence générale de l’UNESCO, qui s’est tenue aujourd’hui au siège de l’UNESCO à Paris.
Le ministre a déclaré que le Pakistan a gagné la guerre contre le terrorisme en démantelant les réseaux terroristes, en coupant leurs sources de financement et en traduisant les coupables en justice. Par conséquent, le retour de la paix dans le pays a permis au gouvernement de mettre l’accent sur l’éducation, qui joue un rôle essentiel dans le développement de la société, a ajouté le Ministre.
Le Ministre a déclaré que le Pakistan a doublé l’allocation budgétaire consacrée à l’éducation, qui a également augmenté en pourcentage du PIB. Cette amélioration de la marge de manœuvre budgétaire a contribué à l’augmentation du taux brut de scolarisation dans les écoles primaires, à des taux de transition élevés, à la fourniture d’équipements manquants et à des programmes efficaces de formation des enseignants, ce qui a permis d’améliorer globalement la qualité de l’éducation.
L’attention particulière accordée à l’éducation des filles a également permis de réduire les disparités entre les sexes. A cet égard, le Ministre a mentionné le Fonds Malala de l’UNESCO que le Pakistan a contribué à créer en faisant un don de $10 millions à l’UNESCO pour l’éducation des filles. Il a invité les autres Etats membres à contribuer à ce fonds dédié à la cause de l’éducation des filles dans le monde.

Pakistan is committed to work with UNESCO to reduce poverty and illiteracy
Paris 3rd November, 2017. Minister for Federal Education and Professional Training Muhammad Baligh ur Rehman expressed Pakistan’s firm commitment to continue working with UNECO and the international community for global peace and development.
The Minister said this while delivering country statement at the 39th UNESCO General Conference at the UNESCO headquarter, in Paris today.
The Minister said that Pakistan has won the war against terror by dismantling terrorist’s network, choking their economic means and bringing the culprits to justice. The ensuing peace in the country has allowed the government to focus on education which is pivotal to the development of human society, the Minister added.
The Minister said that Pakistan has doubled education budgetary allocation for which have also increased in terms of percentage of GDP. This improved fiscal space has helped in increase of the gross enrolment rate in primary schools, high transition rates, provision of missing facilities, effective teacher training programs, thus leading to the overall improvement in the quality of education.
Special focus on girls education has also led to reduction of gender disparity. In this respect Minister mentioned the UNESCO Malala Fund which Pakistan helped create by donating US$ 10.00 million to UNESCO for girls education. He called upon other member state to generally contribute to this fund for the cause of girls education globally.
Later the Minister held a bilateral meeting with outgoing Director General of UNESCO Ms. Irina Bokova and thanked her for her special interest and focus in promoting education in Pakistan. He also held a meeting with Ms. Audrey AZOULAY of France, the designated Director General UNESO and conveyed best wishes to her for carrying out her functions to further strengthen UNESCO amidst many challenges.
Yesterday, the Minister also held bilateral meetings with Mr. Ismet Yilmaz, Minister of National Education of the Republic of Turkey, Mr. Henrik Ashim, Minister for Education and Research of Norway and participated in the High-level Ministerial event on global Competencies and Global Citizenship Education at the UNESCO Headquarters. He also had an interaction with members of the Pakistani community and media at the Embassy.
